Ad Set Spending Limits let you cap how much a single ad set spends within a CBO (Campaign Budget Optimization) campaign β giving you control over individual ad set spend without switching to ABO.
Minimum vs Maximum Spending Limits
Minimum spend limit: guarantees the ad set receives at least this amount. Useful for ensuring visibility on a specific creative.
- Maximum spend limit: caps the ad set at this amount, preventing it from consuming the entire campaign budget.
How to Set Limits in Co-Pilot
In the Budget step, after enabling CBO, click on the individual ad set
2. Find the Spending Limit section
3. Enter a minimum and/or maximum value
4. These apply at the ad set level
When to Use Them
Use spending limits when you have an underperforming ad set that Meta keeps favoring but you want to keep live for testing. Or when you want to ensure a new creative gets minimum exposure before Meta deprioritizes it.

Do spending limits work with ABO campaigns?
No. Spending limits are a CBO feature. ABO campaigns use fixed budgets per ad set by design.
